When a bidder challenges an award, show each step of the procedure as it was.
A losing bidder challenges the award and asks how the bids were scored. What settles it is the record of the procedure, made as it went, and certainty that the scoring was not adjusted once the challenge arrived.

- A bidder’s challenge or review procedure; an audit by a court of auditors; an anti-fraud investigation.
- What you will be asked for
- The documentation of the progress of each procurement procedure, sufficient to justify decisions taken at all its stages, and the individual report on each contract awarded (Directive 2014/24/EU, Article 84).
- What goes wrong today
- Evaluation grids and scoring notes live in spreadsheets and e-procurement exports that can be edited before they are produced.
- What changes
- Seal each document as its step closes: the opening record, each evaluator’s scores, the evaluation report, the award decision. Anyone can later check that none was changed.
